Finally, here it is: NUBExt by manakoAT
Extracts files from Namco's NUB archives found in WiiWare, Wii, PSP, and possibly others. Sadly, it doesn't work on BGM.NUB from Ridge Racer 7 because of the PS3's encryption :(
