Something that I was wondering was, is it possible to take the data contained in a psf2 to an ELF to load with uLaunchElf.

Has anyone else ever thought of this?

Not exactly. ELFs live on the EE, IRXes live on the IOP, and never the twain shall meet. In other words, you'd need an .ELF that was a generic minimal program, which would load the .IRX chain for a .PSF2 dump and kick it off.
