I tried replacing the header with the standard CWAV one, it appears to be a different header, maybe?

...I really don't know what I'm doing here.....

Yeah its the same thing I saw in the Hyrule Warriors Legends CWAVs. The value at 0x9 is '01' when vgmstream is expecting '00'.

It should probably be patched at the vgmstream level but for now you can just modify that value and they seem to play fine.
