Hopefully I'm the first with this, but here is the Sly 2 soundtrack (PS2 rip)
I did some conversion to make them looping .XVAG files (same format used in PS3 sly collection), but the conversion preserved the quality as it was the same encoding (mostly just added the header and loop data). More detailed notes in the readme. Working on the Sly 3 soundtrack slowly.

May I ask if someone happens to have ripped the music from Bouken Jidai Katsugeki Goemon on the PS2 ? It seems to be sequenced and I couldn't extract anything apart from slowed-down voice tracks. Thank you very much !

@Ninfiali: I was actually trying to find that game back when I was ripping a couple of KCE Tokyo drivers. I know it's technically a KCE Kobe game, so this is probably a long shot, but if you search the full disc for "KDT1" (case-sensitive, no quotes), using a hex editor or another tool of choice, do you see any occurrences?

Whoa, crazy coincidence that the PS2 Goemon was brought up.... I actually attempted to rip that game myself a few months back, but sadly I didn't get very far. However, I did upload the game's data so I could inquire about it here or elsewhere, but I guess it just slipped my mind until now due to other stuff, heh. Well, guess there's no better time than now to post this:

^I should mention that file's over 1GB, BTW. Anyway, hopefully someone who downloads that will figure out how to rip the music, and if so, you have my heartfelt thanks in advance!

Are there no other files on the disc?

First step here would probably be to dissect the filesystem. It may require the game executable and potential other files. All files in the virtual filesystem have a .rom extension, so it's hard to say what the BGM files contain (or where they are located for that matter).

I'm seeing two different tables in PROJECT.BIN; one starting at 0x30 which represents the file index from 0x1CF00 to 0x357B8, and one starting at 0x16BC0 which represents the index from 0x357B8 to 0x37DB0. But the meta tables aren't making any sense to me.

It's possible these tables are updated after boot, similar to Silent Hill 2 (another KCE game). This filesystem also seems to use code 0x50 (some sort of identifier) to represent chunks of files in the VFS, so maybe it is indeed similar to the system used in SH2, but I could be wrong.
