Try with this .txth :

codec = XMA2
channels = @0x1A:BE$2
sample_rate = @0x1C:BE$4
interleave = 2
start_offset = 4
num_samples = data_size
###

If they won't play, change codec to PCM16BE.

Else just trim first 4 bytes from each file.
Results

Either of them cannot play. Can you add this update to vgmstream?

Strange...
vgmstream detects correct codec (XMA2) irrespective of extension. Just trimming first 4 bytes was the definitive solution, without needind the .txth.

Even so, have the VGMstream heads look at it and see if it can support the files in a future update.

Try this:
Rename all of those trimmed ".wav" to ".xma2"
No need for the .txth.

Well...
I though that, in the past.
So, now I'm mistaken.
But I preferred the ".txth"-governed approach of playing sound files instead of modern (internal) vgmstream-mandated extension-based.
But some media players interferre with that, I reckon.

I tried renaming to xma2 to but they still won't play. Ask the moderators of vgmstream to support these files.
